Talks on OCS: The time is ripe… Benefits for returned overseas scholars for entrepreneurship

December 24 23:00 2021

China has stepped up a gear to build an important world talent center and a high round for innovation. To make networking and gather talents, the 2021 Convention on Exchange of Overseas Talents and the 23rd Guangzhou Convention of Overseas Chinese Scholars in Science and Technology (hereinafter referred to as “OCS 2021”) was held online on December 17.

The theme of this year’s OCS main forum is “fostering open cooperation and promoting high-level self-reliance in science and technology”. Top domestic and foreign experts and scholars were invited to share their insights in areas such as talent cultivation, industrial development, technological cooperation, and government leadership. The participants brainstormed and offered suggestions for building a high ground for high-level talents in the Guangdong-Hong Kong-Macao Greater Bay Area.

After over 20 years of development, the OCS has become the preferred brand for communication for overseas Chinese students, and a platform that provides “one-stop” matchmaking services for the progress of outstanding overseas innovative talents in Guangzhou. It will guide the convergence of overseas high-end talents, projects and capital.

A world-class bay area has always been a place where high-level talents are brought together. For example, the San Francisco Bay Area, Tokyo Bay Area and New York Bay Area have drawn a wealth of high-quality scientific and technological personnel. The University of California, Berkeley and Stanford University alone have over 50 Nobel Prize winners. The Guangdong-Hong Kong-Macao Greater Bay Area also enjoys new opportunities for construction, but it lags behind the top performers in terms of the quantity and caliber of scientific research workers. In view of this, we are required to make early and pilot implementation of measures, build first-class universities and comprehensive national science centers, and cultivate an international, market-oriented, and globally competitive remuneration and entrepreneurship environment. At the same time, it is necessary to formulate an internationally competitive policy for attracting, cultivating and making good use of talents.

We have a greater need than ever to strengthen open cooperation in science and technology and the exchanges of innovative talents. Global exchange of talents, technology and innovation is of vital importance to scientists. As a national-level exchange platform for overseas talents, the OCS is known as the No. 1 brand for the exchanges of overseas Chinese students. The OCS has attracted over 50,000 high-level scholars from over 140 countries and regions, and acted as a matchmaker for over 50,000 projects all over the country.

At the OCS 2021, participants discussed frontier scientific and technological issues such as artificial intelligence and digital economy, biological sciences, and new energy, so that scientific and technological workers from China and even all over the world can communicate and cooperate. Guangdong-Hong Kong-Macao Greater Bay Area, which is positioned as an international technological innovation center, boasts a wealth of innovative talents and innovative resources, and has become a place where workers from all over the world can give full play to their talents.

The Guangdong-Hong Kong-Macao Greater Bay Area is an ideal destination for making technological innovation. With its innovative awareness and boundless development potential, the Greater Bay Area is able to support high-end innovation resources as it becomes a major global source of original innovation. Here, we see a steady steam of strategic and key technological achievements. As far as I know, Guangzhou is bringing together national strategic technological forces, helping major platforms attract talents, and building a high ground in scientific research and innovation for global talents.

The ties between countries in the world become increasingly closer. The OCS 2021 serves as a bridge for international exchanges and cooperation in science and technology, and provides more opportunities for development and cooperation. It is hoped that through the OCS, friends from all walks of life hold discussions on technological development and cooperation, complement each other’s advantages, commercialize innovative achievements in the Guangdong-Hong Kong-Macao Greater Bay Area, and promote the matchmaking between the world’s top scientific research technology and high-quality industrial resources here.
